Abstract: The paper briefly discusses the serious phenomenon and causes on the idleness and waste of state-owned assets and state-owned property being transferred into non-state-owned property.It puts forward the following precaution measures:to make a general check up on enterprise assets in time,to strengthen the management of the extra-budgetary funds,to do a good job of tax revenue conscientiously,to increase the transparency of invitation and submission of tenders.
