Abstract: This article discusses the proposition of introducing and utilizing foreign capital,which had been put forward by Ma Jianzhong,one of the important reformation representatives in the early stage of Chinese modern times.Utilizing foreign capital to promote the development of our own economy is the premise of Ma’s thought. The principle of introducing and utilizing foreign capital as well as the best loan scheme is the core of his thought, and making effective use of foreign capital is the crux of it.Ma Jianzhong’s loan concept is of epoch making significance in Chinese modern history of economy ideology.
