Abstract: This paper discusses the reasons of succeeding in bidding at low price and the harm during invitation for bid and bid of project construction at present. Several concrete cases of project are given here in order to analyze the reasons of engendering project claim so as to perfect the invitation for bid and bid work of project construction.
