Abstract: This paper presents the cultural outlook that social system and national psychology are main elements of cultural structure.It also discusses several important roles that water conservancy has played on the formation and development of Chinese culture and emphasizes that Yellow River conservancy breeds its culture and the culture,as the main body of Chinese traditional culture,has the effects of creation,transmission and unification on the civilizing and developing history of the Chinese nation.Then,in combination with the contemporary development of Yellow River culture,it talks about the progressive significance of the Chinese culture and the national spirit of the Chinese nation in the developing process of present social history.
