Abstract: The article emphasizes that ideological development should be put in first place when selecting leaders and cadres.It also states that it is a very important measure for establishing high quality cadres to set up perfect supervision system.Combining with the new situation of the reform and opening-up policy of our country,it makes some exploration of how to train and select leaders and cadres in accordance with the requirements of the Three Represent’s theory.
