Abstract: The forming of PE industry is the inevitable product of the market economy.The development of PE industry has two stages and includes three types:the industry with PE as main body,the industry related with PE and PE owned industry.PE industry has been developing rapidly.There are a large PE population and wide consumption market.It’s necessary to build the PE market and develop the industry with PE as main body to bring along the PE related industry.
