Abstract: In recent years,there are more and more farmers appealing to higher authority for help.It not only reflects farmers’ strong desires and demands to participate in political and social governing,but also exposes problems concerning farmers’ law quality.Investigation into these instances shows that farmers’ law quality should be improved further,though they have some understanding about the law.The emphasis should be put on educating farmers in legal self-governing system,etc.The effective methods adopted are enhancing self-governing,strengthening the propaganda of policy and the law,sending legal exports to the village to help solve their actual problems,to illnstrate typical cases,and to establish the law consulting institution and legal aiding organization.
