Abstract: The economic fluctuation is the contradiction movement necessary result of supply and demand.On the base of long-wave,the economic fluctuation is one kind of fluctuation form with superposition of short economy period.Based on the market economy,except the three kinds of strength,which promote the economy long-wave in natural economy period,there is also a kind of strength-market competitiveness,which makes the further shortening of economy long-wave.Competitiveness promotes the innovation,the form and spreading of innovation,the adjustment and conversion of economy structure.In reality,the innovation course is the course of quality development.The technique innovation should be classified into six forms.The essence of technique is to innovate the quality to increase useage value and realize exchange value.
