Abstract: The bring-up and form course of scientific outlook on development was analyzed and discussed. From the four aspects of persisting the scientific outlook on development to show the administration capability completely,persisting the human-oriented policy to consolidate the administration foundation,persisting the full,harmony and sustainable development to reflect the vigor and vitality of socialism,persisting the overall consideration to show society fairness and to achieve the common prosperity,the new contribution of scientific outlook on development to international communist movement was stated.
