Abstract: Based on the spirit of“Higher Vocational Education Innovation Development Action Plan”“National Medium and Long-term Plan for Education Reform and Development”and requirement on“Washington Accord”，aiming at the problems of higher vocational English teaching，it proposes a disciplinebased English teaching mode，and probe into its teaching goal orientation，curriculum design，teaching implementation，teaching evaluation and so on.
