Abstract: FCE is introduced to test whether the water conservancy project is belong to ＂fishing engineering＂or not.From the evaluation object factor set establishment, evaluation compilation establishment, fuzzy relation matrix confirmation,evaluation factor weight vector confirmation and comprehensive evaluation result vector, it analyzes the FCE establishment steps.According to the Yangliu River reservoir project, it discusses the detailed application of the model.
