Abstract: According to actual situation of water conservancy project layout and water resources configuration in the Beisan river，using the two stage fuzzy mathematical model to analyze the flood resources utilization potential comprehensively，it gets the best configuration scheme of flood resources utilization potential of different regions，makes the amount and depth of water shortage of water basin in different years alleviated.
