Abstract: The bidding quotation game model of water conservancy project is established based on information diffusion theory，starting from information diffusion principle，it analyzes the related factors of water conservancy project bidding quotation.Based on the previous comprehensive quotation of other bidding units，it makes an analysis and prediction of the previous quotation and the optimal quotation deviation degree，so as to calculate the optimal quotation.Based on engineering examples，it discusses the application of this model.
