Abstract: Ecological protection and high-quality development in the Yellow River Basin is an important strategy to optimize the overall pattern of ecological security and regional coordinated development. Overall intelligent governance emphasizes data-driven, organizational integration, and public demand response, which is in line with the ecological environment governance of the Yellow River Basin in terms of technology, structure and objectives, and is a new concept and model to achieve effective ecological environment governance of the basin. At present, there are dilemmas of administrative segmentation, data barriers, absence of supervision and ethical irregularities in the ecological environment governance in the Yellow River Basin. With the overall intelligent governance, the effective governance of the ecological environment in the Yellow River Basin is promoted through four aspects: promoting regional linkage and opening up, building a multi-subject collaborative co-governance pattern to strengthen data sharing, implementing the dual supply guarantee supervision of system and technology, and disenchantment of technology through value guidance.
