    基于智库双螺旋法的应急智库建设路径探析

    Exploration and Analysis on Construction Path of Emergency Think Tank Based on Double Helix Method

    • 摘要: 智库可以为国家经济、军事、科技、外交等发展提供最佳思路和决策策略,是推动经济社会发展和影响政府决策的重要力量。智库双螺旋法是智库研究的元方法,也是相关学者进行智库研究的重要指导方法。基于智库双螺旋法在重大突发煤矿安全生产事件应急管理过程中的应用经验,提出通过加强应急智库体系建设、强调各类智库沟通合作、重视应急智库人才培养、借助现代技术手段等路径,加强应急智库建设,从而做好突发事件应急管理。

       

      Abstract: Think tank provides the best ideas and decision-making strategies for national economic, military, scientific and technological, diplomatic and other development, and is an important force to promote social development and influence government decision-making. Think tank double helix method is a meta-method of think tank research and an important guiding method for related scholars to conduct think tank research. Based on the application experience of the think tank double helix method in the emergency management process of sudden coal mine production safety events, it proposes the paths of strengthening the construction of emergency think tank system, emphasizing communication and cooperation of various think tank, attaching importance to the cultivation of emergency think tanks, and using modern technology applications to strengthen the construction of emergency think tanks, so as to do a good job of emergency management.
