    我国来华留学生教育政策内容的量化研究

    Quantitative Research on Content of Education Policies for Chinese International Students in China

    • 摘要: 来华留学生教育政策是持续有效推动“留学中国”品牌打造的制度力量,研究来华留学生教育政策有助于明晰政策制定的现状和后续改进的方向。通过构建“教育政策工具-教育发展要素”二维分析框架,并对2000年以来4份具有代表性的来华留学生教育政策文本进行整理、编码和量化分析发现,我国来华留学生教育政策的发展呈现出阶段性特点,在教育政策工具和教育发展要素的分布上存在不同程度的过溢、不足或缺失。为此,应增加激励、能力建设和系统变革工具的运用,加强师资和教学资源建设的政策供给,增强教学研究和教学质量环节的政策供给力度。

       

      Abstract: The education policy of international students in China is the institutional force that continuously and effectively promotes the brand building of "Study in China". The research on the education policy of international students in China will help clarify the current situation of policy formulation and the direction of the subsequent improvement. By constructing a two-dimensional analysis framework of "Educational policy tools - elements of education development", it collates, codes and quantifies four representative education policy texts for international students in China since 2000. The research results show that the development of education policies for international students in China presents "staged" characteristics, with varying degrees of oversupply, insufficiency or deficiency in the distribution of education policy tools and elements of education development. Therefore, it is necessary to increase the application of incentives, capacity building and systematic reform tools, and strengthen the policy supply for the teacher construction and teaching resources, improve the policy supply of teaching research and teaching quality links.
