系统论视角下武威市农村水利现代化路径研究

    Research on Path of Rural Water Conservancy Modernization in Wuwei City Based on System Theory Perspective

    • 摘要: 基于WSR(物理-事理-人理)系统理论框架,以武威市为实证对象,系统解析干旱区农村水利现代化建设的关键瓶颈。研究发现:武威市农村水利现代化建设面临基础设施老化、调蓄能力不足及生态压力加剧等挑战;存在制度碎片化、技术推广滞后等结构性矛盾;存在管护能力薄弱、社会参与度低等行为障碍。提出以智能监测网络建设为核心、以水权交易试点为突破口、以社区共治机制为支撑的多维现代化发展路径。

       

      Abstract: Based on the WSR (Wuli-Shili-Renli) system theory framework, with Wuwei City as the empirical object, this research systematically dissects the key bottlenecks in the modernization construction of rural water conservancy in arid regions. The research discovers that the modernization construction of rural water conservancy in Wuwei City is confronted with challenges such as aging infrastructure, insufficient regulation and storage capacity, and intensified ecological pressure; the exist structural contradictions like fragmented systems and lagging technology promotion; the behavioral impediments like weak management and maintenance capabilities and low social participation. It proposes a multi-dimensional modernization development path centered on the construction of intelligent monitoring networks, taking water rights trading pilots as a breakthrough and supported by community co-governance mechanism.
