This paper adopts the first-order second-mornent methed to get a calculating method on structura reliability. That is when the distribution of the random variables is no yet clear or determined exactly, use first the mean-value and the mahematical medel of standard deviation, and use Taylor Series to set of f performance function to get Linear equation, then procceed to ob-tain the structural reliability.
