Discussion on the Privatization of City Public Utilities

The privatization of city public utilities has become the worldwide development tendency. Since the 1990s, our country also has carried on a series of reforms to the public utilities traditional system. But from the whole, we didn't eliminate the malpractice completely. It is also quite prominent in some fields. According to the market economic development request, on the basis of issuing the policy, renewing the idea, reforming the system, creating the competition platform, standardizing the product and the service price to adopt direct or the joint capital pure privation, BOT(Build–Operation–Transfer), TOT(Transfer–Operation–Transfer) to carry on the reform.
