  • According to the negative effects analysis of urbanization development to urban area flood disaster and the natural conditions of Chongqing flood disaster under the urbanization background, the article discusses the comprehensive flood control and disaster mitigation measures of engineering measures and non -engineering measures combination. The engineering measures include: completing urban disaster prevention system to improve the flood control standard, making reasonable programming urban drainage pipe network, planting forest to increase green space, constructing impounding reservoir, etc. Non-engineering measures include: enhancing and completing urban flood control construction, evaluating the risk of flood disaster, drawing up risk response planning, constructing flood warning level, popularizing flood prevention and control knowledge, improving the residents’ awareness of disaster prevention and self-saving, etc.
