On Thinking and Countermeasures of Government Sports Function Transformation

From the special perspective of“The whole-nation system”，this paper dialectically analyzes that our sports has obtained splendid achievements，but meanwhile there are clear defects.It also puts forward the basic thoughts and effective countermeasures of government sports functions must be changed during the period of social transformation based on the analysis of why“the whole nation system”is unsustainable.The eight aspects of countermeasures proposed in this paper fit into the development trend of world sports and the Chinese social and economic development stage characteristics，will be able to develop into government sports operating systems and modes with Chinese characteristics.
